For the US.
If a student can get into the most selective private universities the money needed to attend is usually provided. For other students there are state run schools with modest fees which combined with government pell grants and student loans are affordable to most, especially if they can live at home. About 1/3 of students are eligible for pell grants but the grants are only enough to cover tuition at cheap state schools. There are some exceptions but most students, even from poor families can go to college but not without sacrifice and going into debt if their parents are unable to pay. The students that are worse off are not the poor but those from families that are financially able but unwilling to pay, because they are not eligible for many of the programs.
