Hong Kong is definitely a city in China (rather just off the coast of it). It encompasses 250+ islands with the main one being Hong Kong Island. Until recently, the territory was governed by England, but it has never been a separate country.
This year marks the tenth anniversary of Hong Kong's return to Chinese governance.

Part of that treaty stipulated that Hong Kong be allowed to run its own affairs, for the most part, for 50 years (until 2047). Hong Kong is a "Special Administrative Region" of China. So, what that means is that it has completely different laws and a different government, but it is still protected by China from a military standpoint and is considered part of it's land. The closest comparison you might be familiar with is Puerto Rico being part of the United States- even though it's a US territory, it still doesn't have all of the same laws. There are more differences than the US-PR relationship, but the analogy still more or less works.
