Different carriers "buy" a block of numbers... Not every mobile number starts with the #9 (except all my friends with AT&T)...

Mine doesn't... it starts with the #3... much likes many mobile numbers here in Arizona...

But when I was in northern California most mobile (verizon) numbers started with the the #5

For India first digit is fixed by International agreement i. e. 9
