step father has power of attorney and all say in my mother care and has made it clear he doesn't have to inform us or tell us any thing, has told the doctors they are to go thru him and he will tell my mothers daughters but he leaves us out of any decisions

Talk to an attorney who specializes in elder care. He may be able to find out why the man is taking this unusual position. If there is a life insurance policy on your mother, it is something to consider. I apologize for being an alarmist. I watch too much TV.
