Hillary Clinton has said a terror attack before the 2008 election would give 'a boost' to the GOP. Could it be, perhaps, that Republicans are better at handling terrorists, and the public knows it?

There were at least 6 serious terrorist attacks during the Clinton years and vertually nothing was done about it.
This encouraged UBL and others to try harder and make a bigger statement,911.
Now,we're killing or capturing an average of 1500 terrorists and enemy combatants a month and the Democrates are crying," the war is lost,we are defeated ".

If an attack did happen before the election the dems would blame Bush and claim he let it happen to win the election.

No. As long as the terrorist attack wasn't the administration's fault, Bush would get a boost in approval rating, Republicans would get a boost in approval rating. The same thing happened with 9-11, disaster pulled Americans together. However, it could be a huge scandal, like Katrina, if it is Bush's fault for not sufficiently protecting the country.

How does another terrorist attack during a Republican Administration that is in charge of national Security mean the Republican's are better at handling Terrorism? But the Psyche and "fear' that has been instilled by this administration will make people more comfortable with staying with the status quo rather than change to what they perceive is an unknown, even if its possible that the unknown is better. It's basic psy-ops and psychology, something this administration has perfected. (remember the color codes? Security level orange.blah blah..Lets announce to the world and our enemies what state of readiness we are at..brilliant!-It was only to maintain a level of fear in our own country).
Response:
True Dems do control Congress right now, but any inititatves they have take time to implement, that goes for Republicans as well. The Budget for this Congress wasn't submitted until July and doesn't start going into effect until 2008. You won't start seeing any changes until then. Unfortunately beuracracy and budgets are slow moving entities. I hope the Democrats do strengthen our borders and security, and if they don't they should get out as well. It takes the voice of the people though. As long as people are still brainwahsed and believe the War in iraq is keeping us safe, while our borders and security are wide open, then we won't get any better no matter who's in power. we need to demand more and demand the rights things from our government.

I guess it never occurred to you that the terrorists and the GOP are feeding each others lust for power and attention.
The greater and more threatening you make an enemy appear, the more their ranks will grow with supporters. The GOP endorses Al Quaida as the biggest threat to America. In doing so, these politicians are advertising the terrorists' cause around the globe. Other malcontents will join their ranks to fight the common enemy, the USA.
The GOP does the same thing. Its ranks swell with people who are against the terrorists. Both sides just keep growing.

Hillary is right and I understand why she would say that. The Republicans use fear very skillfully and benefit from it. She is stating a usually unspoken belief that the Republicans generally think of as one of their advantages. I think the Democrats can however point out, in the case of another attack, that the Republicans have failed to make us safer.

No, don't you get it...? The Bush administration passed legislation giving them authority to declare martial law in the event of another terrorist attack.

They would try to cancel the 2008 election.

No, she's saying that unfortunately, that's the way some people will vote. She realizes that voters' choices are not entirely based on facts or reason. That's why you see your party appealing so often to emotion and fear. It works.

For the moment lets pretend that you are accurately paraphrasing what she said. What I'm sure she meant was that if there were another attack the GOP would use it to scare people into voting Republican, the same way they have for 5 years.

No, she is reaching out to one of the groups that support her, the terrorists, to help with electing her.

Remember 10 out of 10 terrorists agree, anybody but Bush.
