It will, if you leave the top off. Superglue is activated by exposure to air. That's why it's usually so quick to act, the moment it's exposed to air it begins to solidify. I suspect that the mix of the glue is carefully controlled to avoid exposure all the way through to the point where the tube is sealed.

because it's not dry in the tube. it is strong even wet it is hard to get out of the tube sometimes but it won't really stick to anything till it's dry.

it dries quickly and hardens (basicaly I guess the moisture evaporates) when it is left in the air
If you leave the cap off for a few days it WILL stick to the sides.
the whole thing will become solid.

It does when you leave the lid off.
I think it has something to do with it all being liquid and no space from air bubbles
