Centers handles the ball for every play except for kickoffs.
The quarterback handles the ball 99 percent of the time. Rarely you'll see the ball snapped directly to the runningback.
Normally either the quarterback hands the ball of to the runningback/fullback or will throw the ball to a Wide Reciever or Tight End. The only time a offensive lineman is allowed to touch the football is after the ball has been fumbled.

Excluding kickoffs, it's the center. He snaps the ball to the holder/punter on kicks/punts, and to the quarterback (or occasionally the running back) on normal offense plays.

Although sometimes the center is replaced by the long snapper.
