In Australia the maximum legal size motor for an E-Bike is 200 watts in order that it does not have to be licensed. Anything larger and you will have to license it. CC's is the measurement of displacement for an internal combustion engine . Since an electric motor does not have pistons there is 0cc displacement.

There's about 750W/hp, so 200W is about a quarter horsepower.
In ccs? Impossible to say with certainty. Power and capacity are not directly linked, smaller engines can rev more and produce more power per cc than big engines. Having said that, maybe in the 5cc range. After a quick look around I found a 30cc 1 1/4hp engine, then again in bigger engines 100hp/liter is a reasonable output. So 1hp/10cc so that would give 2.5cc.

That is an electric motor so there are not cc's of displacement like with a gasoline (petrol) engine.
Watts and horsepower are both power units, so you may convert from one to the other easily.
200 W = 0.268 HP
That's not much power compared to a gasoline engine but it beats walking.
Watts are commonly used to rate electric motors rather than horsepower.
