In our times of sanctuary cities and law enforcement not being able to report illegal immigration or enforce our immigration laws, it's widely known that anyone who speaks out is automatically branded as racist civil rights violators.
A woman is raped and beaten by an immigrant in an apartment hallway for over 90 minutes. Her calls for help and screams caused over TEN people to open their doors and look out. People were coming and going from apartments and simply walked right by. NO ONE helped her or notified the authorities.
Police found her unconscious in the hallway when they responded to another call about drunken behavior later that evening.

This is an atrocity. Are people SO SCARED to be branded racists if they report an immigrant committing a crime. Would they be branded racists and sued if they were to use force in removing him from hurting her?
Is political correctness breeding fear to report anyone for anything

No, you can't pin this one on political correctness unfortunately.
It is most likely bystander apathy (genovese syndrome) or just plain fear of getting involved and retaliation.
Your question basically has nothing to do with race or skin color or status. It is just people not reporting a crime and it happens all the time.

If other residence were immigrants, they are not going to tell on each other , nor assist the victim. Then again, that is what is wrong today, a lot of people do not want to get involved for many different reasons. Where I live, most anyone would have helped that lady, and held that creep until the cops got there, who knows, he might have even committed suicide before the cops got there, that happens a lot. I am not intimidated and I don’t expect any other American to be either. If you see something suspicious or a crime in progress, report it.

Look, no one should be, and I think few are, afraid to report a crime because of nationality. Irrespective of Fox news, I find this behavior a pretty standard response in America, especially high crime areas. This is standard behavior.
I have stopped in hundreds of accident's before anyone arrived to see if I could help. I bet you know the standard response of everyone else. They passed by looking, but not stopping!
I do not know how you leap to you conclusion as the alleged perpetrator is not an illegal immigrant, and no one would know if he was or wasn't at the time, so I can't quite leap to your conclusion of racism!
If Md's and Rn's can walk over the body of a woman who was American, but of Hispanic descent, in the middle of an ER floor bleeding to death , which she did after 45 minutes, then Americans are capable of anything!
It did not identify the woman at all, but it made no mention of her status, and Fox would have done that!
I agree it is an atrocity: One which is repeated many times every day! And I don't believe it is fear, other than the fear of getting involved!
Some people are willing to help others, many are not!

Maybe where you live, but where I am at people still speak their minds and the population is about 52% Hispanic where I live.
I have heard this case discussed and have spoken to others about it, the general consensus is hang 'em high, this coming from Hispanic and White. And the majority of people here are dead set against amnesty for illegal aliens. I guess the Hispanics here sort of a nimby attitude now they have to some degree assimilated, they do not want more illegals messing up what they have.

No, people don't get involved with violent crimes. This means nobody reports rape. The first thing they teach you in a defense class is that if you are being raped call out fire. It is still a sad state of being but it has little to nothing to do with race.

yawn.....
This phenomenom has been widely documented for at least the past 40 years. (See Kitty Genovese)
It takes a real mental midget to try to tie it wo "political correctness" and illegal immigrants.
