All video editing software has tracks for video and tracks for audio. When you capture video onto your hard drive by plugging in the cable that came with your digital camera into the firewire port on your computer, you can then edit it, if you have the software. I use Adobe Premiere, but there are many free versions that usually come with a computer with digital capability, like Windows Moviemaker, Nero Express, and Arcsoft to name a few. Once your video is loaded into the editing program, you place the video on the timeline and delete the audio track. Import a new audio file and put it on the empty audio track in your program. Compile the movie. Not only can you put many audio tracks in your movie, you can fade and raise the sound at points in your video, and use audio filters like reverb, pitch, speed.

Capturing the video and original audio using video editing software.
Make a copy of the music in .wav or .mp3 form, and import that into the video editing software.
Move the imported music into the timeline in a second audio track. Most video editors should allow you to adjust the gain at various points in the timeline in order to fade-in, fade-out or "duck" the music, if there's narration or location sounds you want to be heard above the music.

It depends on the program you're using to edit/produce your video. The program you use should have the option to ADD MUSIC by a simple Drag-and-Drop method. If it does not, then try another program, such as Windows Movie Maker. Good Luck :-) The music you use will also most likely be a .wav file and not an .mp3 file...
