i got a raichu with volt tackle and surf........
when i look it up in the internet .... there is no pokemon that learns volt takle ... and raichu is not able to learn surf......... is it like a hack?? like a game shark??????? so... usually cant a raichu learn surf?? and what kind of pokemon can learn volt takle?? ........ this raichu is probably better than a zapdos or the pokemon that electabuzz evolve to.. ?

I don't think is hacked. Pichus learn Volt Tackle only if you breed two pikachus or raichus with one holding a Light Ball.
The Raichu could be the pikachu you earn once you beat Pokemon Battle Revolution game. It knows Volt Tackle and Surf.

Raul T is correct....the volt tackle is inhereted threw an egg and I believe it's possible to breed the pikachu you can receive from battle revolution with surf with another pikachu creating a pichu with volt tackle AND surf....not to sure though....if it's possible then that is the way it happened.

It might not have been hacked. In the older games, Pikachu could learn Surf and then if it was traded to pokemon yellow a mini game was unlocked. Also there is a way to get one via pokewalker in HG/SS!
