I have noticed this, yes. I guess its because they don't actually want the answerers opinion but just reassurance due to low self esteem. I suppose theirs nothing wrong with that if it helps but it isn't the best way to gain respect.

The word you're looking for is "self-righteous."

It's a subset of "selfish." Nobody wants to be wrong, so most people happily delude themselves into believing that even if they are, they're only "kinda" wrong, in a good way.

It's the same root of believing that one is basically a good person. Nobody wants to be a bad guy, not really, so they just pretend to themselves.

yes. because...judging people clouds your abilty to empathize with others...therefore...makes your advice somewhat insensitive...and you fail to understand the real matter of the question.
why would your answer be chosen when the asker feels you don't truly understand?
