A neutered dog has no balls to lick. Removing his balls is what neutering is all about. He may be licking the sack where his balls once were because it itches. He may have an infection there. Let his vet check him.

LoL no, that's mean, he's just doing what all dogs do...however gross it is (and it is very gross and it annoys me when my dog does it too)
