The box that the Tap-Cons come in will tell you what size drill bit to use; if you don't have the box anymore, what I do is use a drill bit the same diameter as the shank of the screw: hold the screw up to the light and disregard how far out the threads are, look at the shank/shaft of the screw. Buy 2 or 3 drill bits, as suggested. And blow the dust out of the drilled hole...use a straw, narrow hose, or let the breeze generated by the drill blow the dust out of the hole. And most important: wear eye AND breathing protection...don't inhale concrete dust! For big screws, fill the hole 1/2 full of an epoxy adhesive after drilling it but before inserting the screw.

Actually for a 3/16" you use a 5/32" bit. Yes a 3/16" for a 1/4". Hex head screws (with the proper driver) work the best. Drill at least a 1/2" deeper than the screw length.

Bit size for Tapcons is generally 1/16" less than the screw size(3/16" bit for 1/4" Tapcon, etc.) The best way to drill this hole is with a roto-hammer drill, either corded or cordless. Use a #3 bit for the Phillips head ones and hold on tite to the driver, it takes some force.

Check where you buy the screws. If you buy a box of screws, the drill bit is usually included in the box. make sure you drill deeper than the screw length (minus the board thickness) as they will not go in any further in than the predrilled hole. Make sure you have the proper bit for the drill you use to screw them in or the head will strip.

I use a Black & Decker Electric Hammer Drill, and a masonry drill bit (about 5/16in or 8mm diameter), to make holes, then push Rawlplugs into the holes. The fixing screws go into the rawlplugs easily. None of this requires much upper body strength. Black & Decker and Rawlplug are brands sold in UK, you might need to seek out equivalent items if you are in USA, or go to Home Depot or Lowes and ask someone.
