Ooh! Good question! The rule of thumb is that in Virginia, most localities will not tow a vehicle unless it is obstructing traffic/provides a traffic hazard or unless it has been abandoned.

However, you did not list where you live. Each city, county, and town can pass it's own ordinance on vehicle confiscation. (For a short while back in the 80's, the town of Bowling Green was particularly nasty about towing any vehicle that had a single unpaid parking ticket.)

After how many tickets? Here in Texas I've seen cops make a driver scrape the tint off before writing the ticket. The front windows are the only ones covered by a restriction. The rear windows can be limo blackout tint if you so desire.
