It broke away from Virginia. Normally, US Constitution forbids something like this from happening, but since the South was seceding from the US, special process was deployed to keep that piece of territory in the US.

West Virginia is the only state in the US to form by seceding from another state.

West Virginia was carved out of the western part of the seceded state of Virginia and admitted to the Union as its own state in 1863.

The politicians also spread rumors that the Northern Government was sending troops to take away the land from the farmers of Virginia and, they formed the 1st. Virginia regiment to stop, they then attacked Fort Sumter, the rest is history.
