To remove tar from clothing, the best remedies are prewash sprays, mineral spirits or turpentine. Be sure to test on a non-visible are first, to check colorfastness in the fabric. Treat the area, scrub with a soft brush, rubbing the spot until it´s out, then wash with detergent and water.Good Luck! =)

3 suggestions:
Try Ice, if its on kind of thick you should be able to peel it off without damaging the material
Have tried peanut butter, rub it into the stain and then rinse it.
My late husband always used my Avon Skin-So-Soft Bath Oil to get the tar out of his jeans and off of the Old Harley and he worked for the State doing asphalt (tar) on the highways.
Rub it in with a toothbrush, rinse it in cold water and then rub Dawn liquid on it and then wash as usual.

I've always used a little turpentine on a clean rag. Comes off easy but then your shorts stink of it so you then need to wash out the turpentine with a soap or wash. I like the idea of the Avon solution mention above.

anything oily will dissolve the tar... baby oil, wd-40, goo gone, or peanut butter. lightly scrape off excess, then wash with dawn or a degreaser of some kind.

i agree with tay. prewash stuff wont do you anygood. gas also works. i also use to use lestoyl when i was a kid. doesnt work on thick tar but did pretty good. dont wipe it- it will smear.
