1. The link in the source area below is for the Voice of America. I'm not sure they archive shows that far back, but you can check. The speech you mention is one given by President Bush the Elder as we began offensive air operations during Desert Storm and it was broadcast in its entirety on VOA.
2. Quite right. There was no specific Security Council Resolution establishing the "no-fly" zones. But, several Un Security Resolutions dealing with the care and feeding of Iraqi populations in the north and south of that country directs the Secretary General to take all necessary action to ensure delivery of supplies under Chapter Seven (Peace Enforcement) of the UN Charter.
3. The UN Security Council set the boundary between Iraq and Kuwait in Security Council Resolution #687 which recognized that the state of things had been restored, following the UN Peace Enforcement Mission's efforts to expel Iraqi forces from Kuwait. Iraq later recognized the validity of SCR #687 when it acceded to the Security Council Resolutions which set up the "oil for food" program.
