My response:
I don't believe you can put a picture inside text (meaning a photo/picture inside the lettering) with MS Paint. You may need a substantially more powerful drawing program to do such a thing.
If you mean that you wish the letters (text) to go inside the picture, that is fairly simple.
--Open your picture from the MS Paint Program.
--Click on the "A" to the left of your picture (labelled "text" on mouseover) then immediately click INSIDE your picture at the spot furthest to the upper left hand side of where you want your text to go.
--Choose font and size of lettering/text.
--Hold mouse over the corners of the dotted line box to enlarge the area so you have enough room to write in.
--Type your text.
--Be sure to adjust the box to the smallest size possible to allow for your text, as your text area will be white in the background and will therefore, block out the part of the picture closest to your text.

Your options for this in MS Paint are kind of rinkydink, though you could use the picture you want and draw the outline of a letter on it with a thick line. Then use free form select (option 2/2) to copy and paste the picture-letter into another document.

If the text is still editable, just click the desired color.
Otherwise use the FILL tool.
