Since it seems to be pretty common place for people to be able to cognize that which is reasonable, it would have to take a strong effort or some sort of naivete to NOT be able to do so. It's what out instincts are all about.

Because their learned beliefs control perception, thoughts and feelings. This is the nature of the imprinted ego identity and why discarding it is mandatory for knowing ANYTHING for certain.
