I think they do it on the same concept as building ships in a bottle.

Then, if the test tube is abandoned by its maker they put a cork on the top and float it out to sea. The message in the bottle or in this case test tube would be the adoption papers.

This actually made me laugh out loud. They're called test tube babies because they are made in a test tube when they are eggs. Everyone's that small at one point.
