This is an old-fashioned expression and is sometimes used sarcastically, so it's not surprising that people are a bit confused as to the correct meaning. The expression means that the person is quick, clever, or a go-getter.
Or, to put it another way, they are NOT slow, stupid, or lazy, and thus NOT the sort of person flies would likely land and stay on.

expressions are usually badly interpreted because people are ignorant of them! languages breathe and change and adapt but expressions don't! this expression has nothing to do with intelligence, laziness or conning! simply, like the cows who attract the flies and move to brush them away. The expression should be correctly used for someone who is quick off the mark, one jump ahead and who is not behind in action.
