(just a little poetry there:)
actually, I think you also have to take into account what you are up against, as that can determine greater or lesser amounts of courage or will and at different times.
so, ultimately, it depends on the circumstances confronting your courage and will as well as how much courage and will you are personally capable of. For example, you may not feel or acknowledge that you have any courage to begin with (even though courage is still present), but a lot of will, so you would have to just bypass the courage part and go right into the will.

Well courage to begin is huge part of any life choice, but I'm going to say the will to win is more powerful. We all start up many projects and just quit because there is no success or instant gratification. However, the ability to follow through with any goal whether there is a success to the masses or to our ownselves is a huge step. We all fear failure, so many choose to quit. Having the will to see something out no matter how it will end, is in fact a win.
