Did you read or hear Senator Warner's statement? I did. He didn't call for withdrawal from Iraq. He said a partial removal of some of the troops might be needed to shake up the Iraqi government enough to have them start picking up the slack in this military operation. After that first re-deployment, we analyze the results and (again at the President's discretion) announce another drawdown in troops.
The White House didn't reject it. They said they are waiting for the September report from the ranking General over there.
Remember the golden rule of journalism in this day and age: Headlines are meant to scare you. Reading the whole story is meant to inform you.
