cameras a good idea and attempted murder charges (or whatever criminal charges may apply) to follow convictions.

I think that would be fair. They are regulated by government health inspectors, so why not monitor the handling of food. Big brother is using cameras to fight crime, isn't causing people to catch illnesses from the mishandling of food a crime?
