The reverse wheel that is attached to the motor will not go down far enough to contact the rotor or round deal on the transmission.Also I have to hold the shifter up to go forward.

Id say the wheel is worn out - theres some adjustment, as it has a allen head nut holding it to the motor shaft.
Double check everything- see if there arent any more adjustability factors. If there arent, then replacement seems the best course, as im sure it wears over time .

I have an old troy tiller and there is nothing stopping the reverse wheels from touching. For forward the lever drops a roller under a detent block. That block can be adjusted until the belts are worn out. I don't know much about the newer models since they sold out to MTD. On mine the lever goes up for reverse and down for forward.
