electric shower has been fitted and needs connection to meter that has 1 live/neutral in/out already feeding existing consumer unit

Anywhere there is user, electricity, & water in close association, grounding and sometimes ground fault protection must be provided.
You don't provide much information.....

For the hot water heater I presume. Yes this is a BASIC 220V setup, however answering this, and you somehow getting it wrong,(or we don't understand each other), could get someone electrocuted down the line. Suggest you contact a professional in your area.
