There are, zoom into any major city and you will see loads. Try Las Vegas first, zoom in on the strip and you can see them all on the pavements.

I have seen this question before and I presume that you are in USA.
Well in other parts of the world, the people are there, it just seems to be an American thing.
I live in Australia, have a look at Bondi Beach and see the colours of their swimmers.

I think it is for privacy I mean would you like google taking images of the world and one of them had you on it and millions of people can look at you without your permission?
