There are a number of online stores that sell these, but you need to be aware of what they need before you buy one. The so-called "teacup" stingrays will grow quite a bit larger than many would think, given their "common name" - many will get 8 to 12 inch (disc diameter, and this doesn't include the tail). They need a lot of bottom area, rather than tank height, so you'll need a tank of at least 90 gallons (although larger would be preferable, and homemade is better, because you can go lower and wider than commercial tanks).

They also need a mature tank (cycled and running with other fish for 6+ months because they're very sensitive to ammonia and nitrite.

You can find more info on keeping them at this website: http://www.wetwebmedia.com/FWSubWebIndex/fwstingrays.htm

I've only ever seen these at one fish store in my state, and they are illegal to keep in some areas, so that should be your first step - to see if it would even be legal to own one where you live. Aquabid has a section devoted to these, but I don't know how often they're for sale (or what prices would be like). If you're serious about getting one, and can provide for its proper care, your local fish stores should be able to special order one through their suppliers (if they're legal in your state).
