they gain the right to suffer racial intolerance thru closed doors then rather out in the open.

they gain the right to work as economic slaves, rather then to be chained slaves. this way the corporations save on the cost of chains, and the African-Americans will still suffer the indignity of slavery, only now their slave master is their own hunger.

Before they were hunted down and killed, now, their racist oppressors simply don't take action and let nature take it's course as shown in New Orleans.
