If you're just starting out - they are about the same level of difficulty at the beginner level, maybe salsa is a little easier. There are many types of Salsa and many types o tango. Some are easier, some are harder. I found Argentine Tango to be the easiest and most intuitive of all dances, if we're talking beginner level. I'd say, LA salsa (salsa on "1") is the easiest of the types of salsa i know.

Tango, definitely Argentine Tango. Salsa is composed of learned patterns that once someone knows they can improvise and fool around with. True ATango is danced one step at a time with the lead in full control of each and every step which makes it infinitely more difficult.

I think tango is much more difficult than salsa. There's more freedom in salsa because you're in an open position. Tango is much more staccato and precise, and you're dancing very close to your partner so any missteps are very noticeable.

Salsa is easier. Tango is danced in closer contact than salsa, hence you need to be more in sync with your partner.
Ballroom dancing teacher must be either in 4th grade or drunk, according to her spelling.
