Some will say yes, but I think, likely not. A buyer might question the need for such and the next buyer might be cool with a fence for pet reasons but prefer a more privacy providing type fence. If the fence doesn't impede access for the entry or garage and serves a valuable need some may see the value as well. Regardless of the fence type or area it contains it will not recover its cost upon resale either.

if you are trying to raise the value of your home - a wood fence would be best. people like to buy places with privacy and a chain link does not provide that.

A partial chain link does not add any value - if anything it will take away value because they will see it as work they have to do.

Some people find chain link unattractive & only want it if it is totally covered in plants / hedge .
I guess it depends on the neighborhood .
But , check to see if other properties that are Selling in your neighborhood have it .
Maybe it is a place that likes it . . .

No. Fence either has to provide security or be attractive to add value.

Probably not because if someone is purchasing becasue of the need fo a fence they will have to spend money to complete it.

No if it is not all the way around it does not protect anything, nor prevent anyone from circumventing it.
