I've read alot about spray on primers that you don't even need to sand the surface, all you need to do is spray it directly on the surface of the rust and it is supposed to chemically change the rust to prevent it from spreading, how should I go about preventing this?

Get RustSeal by KBS Coatings, like POR15 but improved technology. Better adhesion I think. Still need to wear gloves. Also less expensive!!! POR will soon be over $40 a quart with another bi annual price increase coming this week.

go to the auto paint store and get POR-15 and paint it on your inside wheelwells, you will never have to worry about rust again as it stops it in it's tracks and you can hit it with a hammer and it won't chip off, it's pretty expensive ($33. a quart) but it sure does the job, just be sure to wear rubber gloves when you put it on as if you get it on your skin it won't come off for a long time.

They do make paint that stops rust. One comes to mind right off the bat. It is Rust-o-Luem (Think that is how it is spelled) It works pretty good on tractors and farm equipment.
First you want to clean the area scrapping an sanding get rid of all the loose rust before painting it. If you don't it will just flake off and expose bare metal to more rust.
