I wouldn't call the Government in Iraq even a pipe dream for their own people. I'd say it's a government that only works for the U.S oil industry and in that way it is a 'pipe' dream.

Critics of this government often have unrealistic expectations.

What does a country do when all they've ever known is a dictatorship? They don't learn a government in a few months. Give them time!

We need to explain the whole concept of Government to them. We assumed that they knew what it was. They think it is power over people instead of from the people for the people.
All they ever knew is dictators killing all opposition. So when some one new gets power they kill the opposition.

They've had three elections, so I think there is a Government in place. I may not be like ours (not that ours is so great), but there is one.
