Yeah, it was either shortly before or shortly after Bush became the president. Interestingly enough, Brazil is the country with the largest black population outside of Africa.:)

Brazil has no prime ministers. Brazil is a presidentialist republic, like the US.
I don't know why you think it's so amazing. 75% of Americans think that latino is a race. Bush is just the average American. How many Americans know that there are blacks in Cuba or Dominican Republic, two countries with one of the highest percentage of blacks in the continent?

not in our lifetime, and have you ever considered any applicants that look remotely top Minister cloth. Come to think of of it, absolutely everyone white or black. It makes not a jot the colour yet as to how they habit themselves, and what they do for the electorate.
