If you use Windows, you've got an inbuilt graphics program called Paint. (Click on Start. Move up to All Programs > Accessories > Paint to find it.)

Paint will allow you to load TIFF files. Simply open your picture, and then opt to Save As. You can choose Jpeg, Gif, Bmp or others.

If you've scanned in a photo, what you can do is to copy and paste it into Publisher, then save as jpeg, rather than Publisher file, then no problems. Or simply, without opening, right click on it, rename, and replace .tiff with .jpeg
