I haved taken services from a consultant firm in another country, how do i issue them a 1099 for services rendered?

You don't unless they are incorporated within the US. You'd only issue them a 1099 to create the need for them to report US income, but if they aren't based in the US there's no need to give them a 1099. After all, they don't have an EIN #.

if they are based in a foreign country a 1099 is not required or nessessary

You don't - if they are based outside the USA, they have no US tax obligations.
