Most hardware stores carry a product called "Goof Off". It works on most any surface to remove dried paint, permanent marker, tar, etc. I've used it many times in my line of work as a construction worker/plumber. Works great and a good idea to have some around the house. Even works to remove that sticky glue stuff left behind after trying to remove a sticker from new dish, plate, vase, wine glass, window sticker, bumper sticker...the list is long for its sticky-dried-on-goo removal ability! Works best on glass surfaces!

Dry erase markers work. I had someone use a permenant marker on the dry erase board and I just blacked it out and wiped it off.

It may take a couple tries but it will work.

Acetone (nail polish remover) works too.
