There are two sorts of scholarships here. One is an appointment to the Naval Academy (Annapolis). To do that, you must apply through your Senator or Representative. Your counselor at high school will know how to do that. The Naval Academy is "full ride".

Then there are NROTC scholarships, which are administered at different colleges where there is Navy ROTC. For that, I would suggest speaking either to your JROTC commander OR a Navy recruiter. Some of these are full, some partial.
