there's no perfect solution to your question, because the youths r easily influenced, subject to extent of exposure to all the wrong things, regardless in or outdoors.
having facilities for youths to mingle/socialize in public, its possible that they'd be influenced to acquire the wrong habits/things.
imprison them at home, they go online, also subject to acquiring wrong habits.
proper parenting is probably the only way.... prevention is better than cure.
