Jobs,education and true rehab. Not many understand that this is one of the dirtier drugs out there. But it can be conquered. And nothing annoys me more than a book taught therapist with no real idea what addiction is. Also putting drug addicts in jail is useless and stupid. How many addicts have you heard say,"I;m so glad I went to jail and kicked the habit". The truth is jail is like a school. It stops at We the People. I've guided many a person away and thru their meths and crack addiction. It's possible.

It is far more than a rural problem.

I don't think you can. I believe the US is the most drug addicted nation in the world...or at least the larges consumer of illegal drugs.
