They say wait 4 hours but why do they make you wait 5 hours?

They say wait 4 hours to choose your best answer but if you do, you get a message saying "you must wait 4 hours" well technically it'd be 5 hours because on the 5th hour you can actually choose best answer.

i did not do that before i usually wait 3 days but when they say 4 hrs then it would be 4 hrs i think
