It depends on how the college defines it. Community colleges often offer a discount on tuition for students from the immediate area, usually because they get funding from property taxes in those areas. If you're outside that district, you pay higher tuition. If you're from outside that state, it's probably even higher.
Ask at the college's Registrar's or Admissions Office.

I don't know where you live but in the U.S. it is normally in or out of state. If you don't have 1 yr residency within the state the college is located you are considered out of state. Some universities offer tuition breaks for those that border two states.

well it depends on what its referenced to. If the college you want to go to increases tuition for out of district, then they are referring to you being a resident out of that state. generally colleges have lower tuition for students that live in that state because it encourages them to attend their schools. if that wasn't what you were referring to, maybe you could go into more detail on what it refers to. i hope that answered your question
