Good question..i guess Pennies arent worth anything in the face of our government..actually what i think it is ..is that they charge you for it..so they are actually making money and only losing a cent each time!

That law pertains to trying the money worth more than face value, like trying to turn a ten dollar bill into a hundred dollar bill, etc....
