Because they're based on National Minimum Standards (Care Standards Act 2000) Policies inform what you have to do to comply with legislation, and procedures inform how you do it.

Sorry for th loss of your pastor. It is not the insurance company's fault that he didn't make enough to go to the doctor. He chose his path. He should have known what he was getting for his $7,200 before he forked over the money. You pay for coverage, you should know what you are paying for. There are govt and social agency that assist the poor in getting health care, why didn't he check into that? No, we should not outlaw doctors. God apparently didn't cure your pastor and I am sure he was praying. When you are sick a doctor is your best bet.

Accountability and liability. People can become ill, injured, or dead when procedures are not followed.
Certainly, some polices and procedures are less directly for quality of care than they are accountability- care facilities are generally charged with having to keep track of people, drugs, health conditions, etc. at all times.
Then, there are several regulatory agencies involved, from the state fire marshall to the state auditors, to OSHA, and more.

So that if something happens to a patient it is not your fault as long as you followed the guidelines. It's only when you don't that you leave yourself liable for prosecution etc.
