when you arent even paying for the phones service? LIke if your phone is locked and your just using it for internet.

You can. I use the at&t 8525. I dont have to be connected to the network to use the wifi.
Its locked to at&t. But it can be used without a service plan. I the wifi with my SIM card out of it
the iPhone MUST be activated (people ask that a lot)
