Since a person who would receive it did not get the money because someone else stole the money.Who has been cheated ?

When and from whom was the money stolen? If the money never made it to the receiver, it's on the giver. If the money made it there and then it was stolen, it's the receiver's loss.

What are you asking?

I recently made a transaction with Western Union=
I SENT IT, but accidently but the person that was to receive it in the wrong state..ops anyway
because of MY error, she didnt gget to pick up that $ until I called in and make a change with the company.
Did not matter if she showed ID and knew the transaction ID or secret password -anyof that- I made a mistake.. so she could not get it that day.
OK Well the minute I called in and changed - she had NO PROBLEM

but say they didnt follow thru and gave her that money- and it was actually meant for the other person..in the typo-- I would be screwed and out $ and so would the receiver and they told me they were protecting my account THANK GOD

I think these days they are exta careful that no one gets screwed and ASK QUESTIONS --
