I know you said not Harley but that's where the chopper style originated. An 883 Sportster Low may fit you just fine. go check one out. If that is too expensive try a plain ole 883 and lower it yourself. They are the best deal going. They are comparable in price to a Yamaha or Honda 650 cruiser.
And the best thing about Harley is everybody makes parts for them and you can ride them anywhere.
But the best thing to do is go out to all the shops and try everything on for size that interests you. When you find a couple that fit you okay then get more info on those bikes like price, options, additional parts that can be added for your comfort or what ever you can think of then make an educated decision. With today's bikes I don't think you can go wrong. Just buy the one that flips your switch and you'll be fine.

Honda Rebel would be a good place to start. Also, the Honda VLX. It's a 600cc compared to the 250 Rebel, so the VLX is a bit more big, and it looks really sharp. The Harley 883 sportster is another possibility, but the Honda VLX has a much lower seat, so you'll probably find it much easier to handle. The Shadow Aero by Honda is a 750cc bike, very nice bike with a bit of a retro style to it. Let me know what you end up buying.

a chopper is not for a beginer. the fork are to long and the rake is to steep.making it hard to turn i would suggest a Honda 250 because of your size(only) . then when you have some experience go for a chopper.any 600cc chopper would work. f-y-i the 250cc bike of any kind will not keep you happy for long so don't buy new because you will sell it with in a year and loose money.beside you always drop your first bike and mess it up that's why they call it learning good luck

As a beginner, a smaller CC bike (small motor) would be best. Like James said, a Honda Rebel 250 is a great start.

You should go get a license first.
Then go to various dealers and rent one for a day to see if you like it.
Harley's in general are too heavy for a beginner (The Sporty is lighter but sits too high for the vertically challenged)
Choppers - beautiful but are tough to learn for a beginner - the handling takes a while to get used to. And not one of them is cheap.
look around - You'll find something you like. Start cheap and learn to ride before dropping big coin.

The only style chopper that would fit you is a Slammer, with air ride shocks, so you can be lower to the ground.

Yamaha Virago 250 (the best looking "chopperesque" small bike). Check the link in sources.
Very easy to handle, and very reliable.
Priced very attractively, and you can always get a slightly used one for a good deal.

Yamaha XV 535, decent handling for a custom, power delivery is nice and steady and the seat height is low. Used prices are good in the UK so I'm guessing the same if you're in the US.
