Sending jobs out of our country is a controversial subject. During the Cold War many people were fearful of having relations with Russia. A major reason that communism in Russia fell was the poor economic condition of Russia and its citizens, Supplying jobs to Russian citizens would not have caused an earlier end to the Cold War. It might have increased its length.

1) At the time, Russia was occupying loads of other countries, the American people would not have stood for it, especially not the countless Polish, German and Eastern European Americans who fled communism or the Nazi. While China was only occupying Tibet and East Turkestan (and still is) Which most American's don't give two hoots about.

2) Russia was forbidding Jews from emigrating to Israel, China wasn't (Mainly because there were virtually no Jewish Chinese). Giving American jos to Russia would have been electoral suicide.

Because it's too far away to ship the finished goods back to the U.S. Gee, we have Mexico right on our southern border so it's easy to ship down jobs and factories. Then it is a simple process to ship all the finished goods back to the U.S.
