I think the saing is The third times the charm. It basically means that the third time you do something you will succeed and I have no idea what genius came up with that, I guess someone who failed twice first.

It is "(the) 3rd times the charm" (the first "the" is optional), meaning after two unsuccessful attempts, the third attempt is supposed to be mystically charmed somehow and have a better chance for success.

If you fail at something the first 2 times, on the third attempt, for good luck, you would say, "The 3rd times the charm", meaning you'll have better luck on the third try.
I lost my Yahoo account twice just before reaching level 3, that's why my user name is what it is.

It's "The third time's the charm." Note the apostrophe; you're saying "time is."
It means the third attempt at something will be luckier.
Some sources:
‘The luck of the third adventure’ is proverbial. --Elizabeth Barrett Browning
"The third time's lucky." Alexander Hislop, 1862
Or, the most common is that it alludes to the belief that, under English law, anyone who survived three attempts at hanging would be set free.
It's also expressed in the idea "If at first you don't succeed, try, try again." Seems that three times is the right number to try something.

It's correctly stated. It means that once you have tried something for many times everything will come up positively if you try it a 3rd time.

It's time's because it's "time is". Means that even though you've been unsuccessful or unlucky twice, the third time you'll get what you want.
